It has to be quite cold for the phenomenon to occur, and has to do with ice crystals in the air.

Peace be to you and your family this Christmas Day Michael. There are two sides to this sword of weather phenomena. Ice nucleation is a dangerous beauty that both creates and destroys. The weather gods are wielding this sword. Wishing you a happy, safe and healthy New Year.
